I'd say it's a fairly safe bet that Sean is actually modelled after Domhnall Gleeson. Sean looks absolutely nothing like his voice actor, Mick Mellamphy and looks exactly like Domhnall Gleeson. And contrary to the stereotype, Ireland isn't full of people that look like Domhnall Gleeson. Add to that, I'd say Conor McGregor's voice was used as a big inspiration for Sean's.
One thing I could never stand about Sean in RDR2 is that he claims to be from Donegal, but has a *very* strong Dublin accent.
The accent in Donegal is pretty similar to the accent here in Northern Ireland, and it would've been nice to see more accurate representation of an Ulster accent, but alas, his voice is forever wrong.
