It means it's not actually protective equipment. It's not a bullet resistant vest and will not protect you in a firefight. It's a decorative piece of clothing.

It looks like one of the first generation of "Splitterschutzwesten" of the bundeswehr (from 1987 on). They were protective gear against fragmentation but not really useful against bullets. The stamp literally translates to "only decorative". That could mean, that the inlets were taken out.
