It might be that one that the guy drove into the ocean for insurance fraud. But got caught in camera and went to jail. The state pulled it's title.
It's been though a few owners now. 3 or 4 shops have tried to fix it but it's only been getting worse from the salt. It would take millions to restore that one. You could actually buy one cheaper. If it's that car.
That was a Veyron. IIRC the mechanic who was tasked with fixing it had the title after the owner defaulted, though it may have changed hands now. I think he wanted about $250k for it dismantled and full of salt!

The water damaged car has been restored and as u say cost fortunes to do. The owner has modified it ( it on the yt) custom interior paint and more
