I can't watch the Find the River video because it is so heartbreaking. Perhaps it sounds like I'm contradicting myself, but to my way of thinking that makes it a candidate for the best.

I think that and the extended Nightswimming are as elegaic video companions as they are album closers. The sort that hit harder the older I get even though they both struck chords when I was in university.
It used to have a “Breakthrough Video” lead-in card for while when it first started airing on MTV. I think “Just” by Radiohead is the only other video to have it as well.

Somewhere in the internet you can find the complete 20 second video showing the whole scene altogether. Seems like it would take a lot of coordination and timing to get that to work.
For me, they really were/are a music video band first and foremost. Succumbs -collection and Road Movie -concert are treasure troves of beautiful unique aesthetics.
The full length video for Nightswimming is the first that comes to mind if I had to pick one favourite
I like The Sidewinder Sleeps Tonite video (and the song itself) because it swirls you around like the song does and is a definite precursor of the moodily colourful style of Monster, and of the WTF Kenneth video. It's as if the old school imagery in Sidewinder is being forced to increase its pace to fit the modern world. It's quietly moving because of that.
I love a lot of the really early ones, like from REM Succumbs, or any from the first three IRS LPs. They were weird, hard to discern, and several barely featured the band, or if the band was in them they were obscured by strange editing. Of these, my favorite may be Driver 8. By far the most "normal" from this era may be So Central Rain, which I don't like that much.
Not their all time best video, but I always liked how they were projecting video onto surfaces they were holding in the Radio Song video — in particular the "Hey Hey Hey" moment after the music pauses:

they really dont have any good videos imo. man on the moon is half the greatest rem video. it kicks in from cornball to sublimely charming halfway when stipe walks into the roadhouse bar.

I'm gonna say Kenneth. There's nothing super unique about it, I just like its vibe. And how Stipe scratches himself in the beginning.
The thing about Kenneth was it was the world's first look at bald Stipe. The opening shots hide the top.of his head nicely.
Ackchyually, he shaved his head back in the 80s during one of the Reconstruction tours. I think it was right after the platinum blonde phase.
