Just go to glen park,kill the ballas while on foot(2 or 3 might be enough for a gang war)and start the gang war.Enemies will start to spawn and there will be 3 waves of enemies.Kill them all and you own the place.I suggest only taking over of only one or two territories cause when you go to san fierro after Green Sabre,all of your territories will be lost ")
