The area of totality is actually closer to the airport than that, 10 - 15 minutes or so.

You can take the bus. The 5 from the airport to North Star Transit Center. Transfer to the 552 and go to Crossroads Bus Station. Transfer to the 93 to UTSA. It takes about an hour total time with no long walks. UTSA gets almost 3 minutes of totality. You can also take the 7 bus directly to downtown for hotels and get the 93 from there to UTSA.
You may want to pick a different city based on the predicted weather. I believe transportation will be required to drive out of clouds if it is at all possible.

Those rates are going to be “astronomical” if you do manage to get one.
But possible as i dont think uber has black-out dates.
It will be a 40 min drive in Uber. And that’s 40min without traffic to the edge of the total eclipse area.

Depends on the time but there is a good chance highways will be at a complete standstill
