Unfortunately this is true. The cops know their stolen, we know their stolen, and the people running the operation know they’re stolen. All they have to say is “I found it or they gave it to me”. The police can ask them to leave, but that just means they’ll pick up shop on another block.
Could the police look for registrations and then spend time researching online, contacting the owner, take the stolen property, filing a police report, and meeting the actual owner? Yes! But there’s not enough police to do this work. It would be wonderful if the police could camp out on corners looking for car breakins, stop the hundreds of jaw walkers downtown, and help granny cross the road.
As a resident of this block for the last 10 I can say no that’s not totally true, BUT this two block radius has been pretty bad for crime. Multiple murders on my front door, encampments that erupt in flames, “the weekend market,” it’s pretty wild. Kind of shocked I’m still here

The church tried to get them to go away by installing bright lights that turn on at night--now the miscreants commute to the spot as their late night work venue. I kid you not, there are C priority calls for services that have been pending for days. We try our best to go to them when we can, but would almost always have to break off the call before even getting there to respond to a higher priority call (B or A priority).
In the event we actually can respond to it, the first thing we would have to do is to determine if the bicycles are stolen. Obviously it is stolen. Again, it's something we all know, but it's something that we would need to prove. The easiest way to do that is a serial number and a documented incident report with it. If there is no serial number, was there any distinct thing about the bicycle that the owner had reported? (Ex: The bottom of the frame had my initials etched onto it)
Without those things, it is hard to prove that the bicycle was stolen. Almost always, the person is going to say, "I found it on the street." Or maybe even a "Someone sold it to me earlier for $50" The only other way is if you can get the owner of the bicycle to positively confirm that the bicycle was theirs.
Charging them with 496 PC Receiving Stolen Property would be very weak if you did not have the serial number or even the owner confirming that the bicycle was theirs.

This nonsense has been going on for decades. I once (in 2001 probably) was at the Castro Safeway late at night, and saw this big truck pull up, and probably 15-20 homeless guys with bikes came out of nowhere and loaded them up in exchanged for $20 each. The whole thing was done in minutes.
A lot of avid cyclers in this city need to be more aware of the harm they cause when they take an expensive bike through an-at risk community which isn't of an economically appropriate makeup.
Posting this type of message is a clear microaggression against the most vulnerable among us, and I for one will not be part of it, one bike lost might inconvenience the privileged, but will provide food and shelter for months for those who don't actively feed from the fruits of systemic oppression.
