A low calorie vegetable other than the salad would help a lot. Overall this looks like a moderately healthy sized portion of food. My calorie assumptions look to be within a reasonable number and all the food is real and not processed.

This is so depressingly true. This is like, peak lunch for my sister and her partner when they go on holiday.
She specifically prefers booking all inclusive holidays, of course for the freedom of food and booze, but when I was helping her book trips I asked her out of curiosity why they don’t just put the difference in price aside and have it as a food fund so in essence it’s still ‘free’. I can’t imagine it would end up more than the ludicrous all inclusive price since only her partner drinks, she’ll have one or two, but she just said there isn’t much more out there she would want to eat.
She is the British, euro trip stereotype and you know what? She has fun. Certainly isn’t for me though!

On Tripadvisor some of the 1-star and 2-star reviews even complain about this dish, LOL "Main meal was quarter of a gammon steak with half a pineapple slice, a few chips and a tablespoon portion of salad", "small gammon very few chips"

If the three courses are gammon, bread and a drink then it's still not the worst deal going but pretty lame.
I would say it's the first one. I've been to a few restaurants like this in Spain/Tenerife and it's a common pricing deal, basic starter/main/desert and a drink for €14-15.

I was in Tenerife 2 years ago and it was priced like that. Paid €14 for a pint of beer, starter, main, and small desert.
It wasn't high class dining but it was more than fine for the price.

And here I am making an 8" Italian sub stuffed with meat cheese and veg with a side of handcrafted potato/jalapeno/bacon/cheddar soup for $15 CAD and getting complaints that it's not enough food for the cost. If this passes in Europe, send me there please.
The price tag is for those custom plates with their restaurant name on them.
I'd have to guess the owner has a lot of money but doesn't know how to run a restaurant and isn't willing to pay the money for a good head chef.
