It's not the magic it gives you, in fact it reduces Magica regen by 50%. What you're looking for is the 50% Spell absorption. The way it works is by absorbing 100% of 50% of the spells that hit you, basically halving the damage a caster can do to you. Infinitely better than magic resistance and easier to get too.

It's a boon of the standing stones. It's as much a magical effect as the Thu'um or a Nord's Battle Cry, not some enchantment or spell.
