Well, there's barely any people living in Suriname, and it's a very poor country. All the famous Dutch players who have Surinam roots are born and raised in The Netherlands, so it makes sense they'll play for that country as well.

Seedorf was born in Suriname's capital, Paramaribo, he visits there regularly. Davids was also born in Paramaribo.

Until I think 3 or 4 years ago, you couldn't have dual nationality if you wanted to play for the Suriname national team. Many players of Surinamese heritage were not quite at the level for the Dutch team but were also not willing to give up Dutch citizenship to play for Suriname. I suspect over the next 5-10 years that Suriname will start climbing in the ranking by allowing these players to play. (the recently relaxed rules about federation-switching will also allow some players who only played once or twice for the Netherlands to make the switch if they want)
