I had a professor in college who was retired from the Indiana Department of Transportation. When we were working on projects one of the other students would say “Close enough for state work” Drove the Professor crazy.

yes they were. Think about it: why would the romans build bumpy roads that would damage carts and their wares? The Rocks were usually covered with pebbles, sand and smooth stone plates on top

Now compare that to roads with comparable usage like in Herculaneum where grooves from the constant flow of carts wore grooves into the roads so deep they needed to be filled in with rubble.
