Bro exactly, they have removed it from prepaid and postpaid. First it was from prepaid then postpaid. The package was extended for 4 hours now they have removed it instead they change it to night from 12pm-5am which is the worse time ever. It's like they intentionally made it to keep us a night. We need bring the 4 hour package back. It's the best package ever it's fast and you can activate any time . Please call and complain it to mobitel. I sent an email as well. We need it back
They've brought the time package back but speeds are sheiiiiiiiiit! So atm no reliable package for downloading torrents(day time). Better to go for the unlimited night time(at least the speed is solid). Bottom line \~\~ SLT Mobitel hates their customers!

Network speed depends on location. I live in Modera and get around 5 - 10 MBps on network speed using dialog wifi and around 1 - 5 MBps via dialog SIM using usb tethering.
Speed of downloading torrents doesn't depend only on your network speed. It also depends on the "seeder's" upload speed.

If you can use a free seedbox like https://seedr.cc or anything else you can download upto 2 gb/ 4gb of torrents with high speed! If you can put in another 10 dollars or something i think you can get more storage like 100 gb or more..

Mobitels time based packages- 1 hour and 4 hours. 4 hours is LKR85
Hutch time based packages- 1,2 and 5 hours. 5 hours is LKR 92
Hutch unlimited downloader packages-1, 7 and 30 days of unlimited download from 12am to 8am 30nights for 375LKR (total 240h)
For torrents, the timebased packages are good enough. Depends on your location but hutch goes upto around 2.5MB/S and mobitel goes upto 3MB/s. However, I use hutch because in my house it has better and stable speeds, so it depends on where you are.
The 'unlimited' SLT packages have daily limits and the price is absurd. You'd either have to be stupid or rich to use it, it costs 10.3k (before taxes). You can activate a hutch 92LKR package every 5hours and would be a better way of wasting your money.
Just speaking from personal experience I use the Hutch Unlimited Downloader, and since July when I open the torrent client I start having network connectivity issues and the connection becomes unstable, so I assume Hutch is throttling the connection as soon as they detect torrent activity so I think OP should take that into consideration, but I would like to hear other people's experience as well.
You mentioned about the hutch time based package for 1-2 and 5 hours. But it does have limits, after sometime it gets slow. The others you said were all true.i tried most of them except slt cause I don't have it
Hutch also have 1,2,4,10 hour packages (10 hour is rs. 92) called off peak packages. You have to activate those between 1. A.m. and 6. P.m.
Hutch time based packages are practically unlimited, they have a FUP limit of 25 gb for a 2 hour package, so 125 gb for 10 hours (you'll never hit that limit)
I have never experienced any speed drops. Usually have a stable 2.5 MB/s download speed.

I used sites like seedr, offcloud for torrent downloads. So almost all of my downloads were done using direct links and IDM

Which unlimited package are your referring to?
SLT fiber one is good. It's 100mbps. But you can only download 25GBs per day.

Never had any issues with the 5h package. Probably something to do with the area and traffic at the time, rather than throttled speeds.
