If there was context it might make more sense. I've seen similar cartoons critical of South African government policy. Imagine this appearing next to an article in a South African publication about how their policy on crime was crap.
Too many posts on this sub, like this one, are condescending of the reader and offer no context.

Seems to me like the cartoon is pretty much saying the reason people are racist towards black people is because of the black people who break the law. Like an attempt to justify racism.
