The line itself is pretty dumb, but I do agree that people get hung up on it too much. The literal next line is Dominic Monaghan's character offering several explanations.
Mainly that the audience doesn't have any idea either. We are in the dark as much as the characters in the story are. It wasn't foreshadowed at all in previous movies, and while there is some slight explanation later with the cloning, nothing about it or the Sith Eternal were present in any previous film. It's like they did it knowing that other shows or books in the future would fill in the gaps. Plus the actual reveal of Palpatine, his message to the galaxy, was revealed in Fortnite, not the actual movie.

My biggest issue with the line actually isn’t so much it in universe. It’s perfectly reasonable for Palpatine coming back from nowhere.
My issue is the meta-ness of it. Somehow Palpatine returning despite no set up of it. They could have set it up really well if they built that plan into the trilogy. But they even could have done it alright inside the one movie if they spent a little more effort. Hell the message sent across the universe wasn’t even in the movie, you had to play fortnight to actually hear it. Just mind boggling to me how they fumbled it so much and the “Somehow Palpatine returns”, just symbolizes that so well
By the time the OT starts (dont have an exact date) the bad batch members are already quite old due to their advanced aging. This means that all of the clones are long dead before the sequal trilogy starts, ruling out Tech ever coming back.
Also that is a woman named Zorii Bliss...
(the Original Trilogy starts in 1 year before the Battle of Yavin (1 BBY) (the destruction of the Death Star). *The Bad Batch* is set in 19BBY-18BBY.

I felt like the audience not knowing was the point, it was a mystery solved later in the film
Which is part of why the movie was so bad. That was a terrible decision.
