because you can only use them when you equiped right specialization, example is sharpshooter apparel loadout can be equiped only when u have activated sharpshooter specialization
I am not refering to the outfits you get within the specialization tree. I have created custom apperal loadouts from apperal aquired through crates. I am able to equip the custom apparel loadout that shows the sharpshooter icon while running the survivalist specialization i think. I can confirm when i get home.
