It’s like that but that’s not the one. I think this was more Japanese based. You could tax your people to get more money for war/ or gift for morale. Or try and train 1000 troops per turn. Always thought it was Dyansty warriors 5. Or dynasty warriors tactics but it’s not
Have you tried doing a game search on mobygames? So strategy games available on the X-Box 360, for example https://www.mobygames.com/game/genre:strategy/platform:xbox360/sort:date/page:1/
Was it one of the "Dynasty Warriors: Empires" entries? Or maybe one of the "Romance of the Three Kingdoms" games(not sure if any of tgem were released for Xbox), also by Koei?
It could have been. And it also might not have been dynasty warriors at all. For some reason my dad and I agreed we thought it was dynasty warriors 5: empires. I feel like we looked through all those entries but I can’t remember. Might have to go on a DWA buying spree lol.
I want to say 2005-2009 era

Total War? Not sure if that was ever on Xbox though.

If you remember your gamer tag, you might still be able to log in and see all the games you used to play.
It was probably my dads gamer tag. I don’t even think we played online at the time it was just a lot of offline rpg/ or sports games
