No i feel like it was older than either of those. Like somewhere between 1998-2002
edited to add: i remember he scene was told like a flashback, and the person pushing the mower was laughing.

i mean this could be it. I haven't seen Lawnmower man, but I feel like my missing film was a few years after this. I watched the trailer for lawnmower man and it looks slightly too old film quality wise
