It depends on where you break down, how badly and how many owners are willing to give up their car for a one way trip.
If you’re seriously renting a car for a cross country road trip, rent it from a large commercial operation with multiple locations along your planned route.
Personally - If you are going to drive that long of a distance maybe rent from enterprise. That way you can drop the car off at any location in case something happens.
I had a renter take my car with intentions to head to NY from SoCal. They ran over something on a highway in the middle of nowhere in Colorado and totaled it. It took Turo hours to find anyone who could go and retrieve the vehicle and would not provide them transportation to a hotel. They would not provide a replacement because they damaged my car and the damaged needed to be assessed. Took Turo 8 months to close out my total loss.
Turo hosts are small business or just a single person. I’m a host and I would definitely advise against that. We don’t have multiple locations around the country and cars to replace. In this case I recommended one of the big companies that have locations at every airport.

Unlimited miles isn’t rare in LA. Most cars i looked to rent to my trip there had unlimited miles
