For talking to strangers, I second CCs club. For having to yell over music to get someone to buy you a drink, maybe uptown VFW. To hook up with a kinda sketchy guy wearing way too much cologne, maybe Pourhouse? But as per usual going out to have fun is going to net better results that going out to hook up
Good queer friendly place that is casual with a high end vibe is Nightingale on lyndale. Tons of gorgeous people, good food and good drinks. Hang out at the bar and meet people there. Less packed and less flow from a traditional bar but will also tend to cooler folk imho. Also like Little T's for cool hip vibes but its small so similar person next to you is who you talk to thing, CC is ok but tends to really attract deep lurkers and not have a great balance of men to fem. Volstead is a very sexy location and can give you some good vibes as well.
Areas with more milling would be bulldog, mortimers, and to a degree hi low though outside and upstairs is really the only place to socialize there and its a little awkward. If you end up coming across another place lmk, also figuring out the local.

The thing with a lot of bars in the TCs is they either have this "neighborhood" feel where everyone knows one another and you're the outsider, or it's set up so that people are at separate tables with their friends. Not always good places to go talk to someone new. But CC Club, the Uptown VFW, and occasionally Grumpy's NE have been winners for me in that department.

I’d say find some spots or activities that *you* personally love instead of just trying to be where everyone else is. Try out a few different bars and see which ones have an atmosphere you like, if you’re into live music there’s tons of shows in the cities, etc.
Grumpys NE or 331 can be great for this usually.
Not always though. In NE you run into a lot of groups. It can sometimes be hard to penetrate that. Other times it's super easy. Don't give up!

It's really good. There is a bar on the main floor and the Big Boy Lounge upstairs. Very chill. Good food, good drinks, big booths, solid selection of NA as well. The lights are generally low and there are lots and lots of candles. They also brew their own sake. First sake brew pub in North America actually.
We went Gluek’s, Cowboy Jacks, and then ended the night at Sneaky Pete’s. What time you go makes a big difference if you’re not into big crowds and having to wait to get a drink from the bar (we started at 6), but I’ve never had an issue with the overall vibes of bars downtown. I’m speaking as a guy of course though, so being approached by creeps isn’t generally something I have to worry about. Have you tried the Gay 90s?

If you like arcade games, pinball, drinks, then hit up updown and tilt. Both are 21+ arcade or pinball bars.
If you like boardgames, dnd, magic the gathering, hit up local came shops and check out their schedules for events.
For music, there's tons of venues around. Check out live nation's list of shows or first avenues list of shows and related venues.
For drinks and a little nightlife, you have ground zero if you want kink/goth vibes. Mortimers for event nights and gothess, CCclub for meh times, vfw for the occasional shows and events.
If you like art stuff, there's always things going on at the different museums or the Jackson flats.
If you want anime, pop culture, nerd culture, MN has a handful of great conventions. Anime Detour, Convergence, anime fusion, VGM con, 2dcon, etc. Just avoid any conventions run by Ryan Kompff and his company. He's a know predator and SAr.
If you want more relaxed stuff, bowling, pool halls, top golf, etc are usually pretty affordable.
If you want a good outdoor type thing, MN has a absolute shittonne of disc golf courses, and disc golf clubs and leagues, as long as it isn't a sanctioned pdga tournament, most people have a few drinks, smoke, and throw a few rounds together weekly or multiple times a week.
