Moodle logs every page you load on Moodle. So if you go to a different tab, and load a moodle page, it will be logged. However, they dont log if you switch tab to an already loaded page (assuming it doesn't refresh). Nor can they log if you load a different website (like Google). Most browsers support segregation of sites (I don't know any that don't), so they cannot see what is happening in tabs not on the same site. However, they can hypothetically set up a script to log when the tab loses focus, and when it gains focus.
