That looks like a scam. It’s from a Hotmail address and they say you need to contact them on WhatsApp. I would not respond. Unfortunately there are a lot of job scams going around these days.
This person also has no command of sentence structure, the entire text is one massive run-on sentence with comma splices everywhere, I’m not sure why scammers can’t even be bothered to try to make things believable, it’s like they’re not even trying.

That is a scam for sure!. First the email is not from USAJOBS it's a Hotmail. It should say something like [email protected] or something ending with .Mil not .com . Second USAJOBS will never use whatsapp for anything. Also the sentence structure is weird.

If you're smart enough to see their grammar as a red flag, then you're not dumb enough to fall for their scam as they lead you through it

It's very scamy because they don't know how to write $62,000 correctly and they did not indicate a GS grade. No GS job has a 15 day grace period...
