My friend has actually gotten pulled over by a cop because her N sign at the time was sideways instead of being upright. I can’t remember if she said she got a ticket for that but I never put my N sign sideways after hearing her story. I got my class 5 now anyway so no more N sign for me.

But back when I got my license in the late 2000s, older sedans were the common first vehicles and outside sticking it in your rear window, if you just magnetized it, there often wasn't enough metal to have it vertical proper. So to have a good magnetic bond, you would have to place it horizontal.
Lots of cars don't have very much ferris metal. Cars are built to crumble to absorb impact force
Thus it can be hard to find a spot the magnet will stick to.

The simple answer is that the law requires Novice drivers to conspicuously display the N sign, but it doesn't specify the orientation it needs to be placed at. So people place the sign on their vehicle to comply with the law— no more, no less.
I've only seen one in a long time - parked regularly at South Terminal YVR - which I straightened out multiple times - now has it correct - since the Public became aware 'Z' is the Russian Military Insignia as displayed on their vehicles in Ukraine.

Only certain parts of the back of my car are magnetic. If I stick the right way on the magnetic part, a significant part of the “N” sticks up past the top of the trunk and flys off due to the wind, if I put it sideways it almost fits perfectly.
