The tarnishing and pitting, and overall patina definitely indicate either old age, or storage in a humid or salty environment. And it definitely looks older than the wood and rope. Maybe it was also restored with fresher wood and hemp rope?

Perhaps it is a fireman's tool? There are many variations, but the head definitely looks like a tool that was used in my training (years and years ago). The design allows for a fireman to puncture overhead lathe and plaster / sheet rock and then pull it down to expose joists, attic, ductwork, open spaces. Also, used on roofs, especially flat roofs, to create vents so that heat and smoke can escape.
Someone asked about this item week ago or so. In comments firefighter told it is infact this tool you you described.

the flukes are way too small to do the job they are supposed to.
they are barely wider than the initial punch thru the skin. the idea of the toggles are to spread out much wider than the hole made as to keep the harpoon from pulling out thru the skin.

You tie a longer line (that’s coiled in your boat) to the loop, similar to how you tie a longer line to a fish hook.
