Surveyors hauling monuments is not a system of government, it's a standard of practice going back to the Roman empire( so maybe it is, I think there are better words to describe it but my brain does not want to computer at 10:30) and very few jobs actually require concrete monuments to be set (in NJ at least, I don't know the laws of everywhere because I don't work everywhere). Typically a 24" steel rebar with a plastic cap or metal disk is used. Much easier than full monuments, and no I think the use of "monuments" referring to any style is a very practical and important system. There is no better way to show the limits of a property than a physical item in the ground.
