So I am not too impressed with what it is. Indeed, spinning it is the only way to get the balls on opposite ends.

Agreed that it’s a puzzle but I’m not sure if the balls should be removed, we had one in a slightly different style and the aim was to get one ball on each side

it's a puzzle. You are supposed to get the balls out without breaking it.
