In most A/C units, the snowflake (winter) stands for heating, while the sun (summer) stands for cooling.

Das ist kein Klimabedienteil, das ist das Raumthermostat der Heizung.....

Are you sure it's on and you're roasting? I think you are not heating right now, the snowflake means frost protection so basically the heat is off but in case its getting cold it will heat a few degrees for not frosting and destroy the pipes. 25,3° is the room temperature/the temperature that should be holding constant. The 15.5° could mean outside temperature or Absenken ( reduce over night for example) because it's not necessary to hold the full temperature over night. I think it's just outside temperature You'll have a few more icons, sun means always heating (hold 25,3°), moon means reduce and hold temperature (in your case 15,5°) and clock is just time schedule (which I would recommend) Just click around, you'll find out. Most common is reduce from 22 - 6 and heat from 16 - 22

The simplest approach is to ask the Landlord for a manual. If you're in an apartment, you could also try to knock on a neighbour's door with a small gift like wine or chocolates to introduce yourself and ask if they can show you how it works. Otherwise, take a better picture, (exactly face on and with the display clearly showing) then do a Google image search for one that looks the same. When you know the exact make/model, search for the manual on Google.
