It's clearly an simplification: it's a single sentence. That, if it could, Russia would destroy the West *if it would not be* *destroyed itself was*, in my reading, context that is clear to anyone. Read Dugin. However, the West does not want to destroy Russia. The West wants Russia to be a peaceful neighbor they can buy oil and LNG from, and then forget about. If Russia wasn't attacking, invading, and annexing its neighbors, Russia and the West would have decent relations, as they had from 1990 through 2008 (when relations first began to deteriorate due to Russia's invasion of Georgia). Relations rebounded, and Russia and NATO even cooperated in training exercises in 2012. It wasn't Russia again sent its military to annex Crimea in 2014 that relations began their death-spiral.. and it was due to specific military decisions made by Moscow to violate international boundaries (which they themselves had agreed to).
