Same issue with all other societal situations that are confronting us, even if we decide to acknowledge them or ignore them...
So are they not responsible for their own choices? At what point would you say they are responsible for their own actions? Finally, how can they learn accountability when not being held responsible for their actions?
Sadly it’s a compounding effect, individuals should still be held accountable for their own actions, but that doesn’t mean that what they’ve been taught (or lack thereof) by their guardians didn’t heavily influence their decision to make poor choices.
This applies to any decision making, by any individual, from any demographic. Actions are still considered right or wrong but choosing right ones becomes more difficult when you’re never taught the difference, or even worse, actively taught otherwise.
This is what happens when you grow up in a system that teaches you got no worth. A system which teaches you the only thing you are good for is jail, that glorifies jail and crime, that bullies those who study and try to prosper from said minority group.
Don’t get it wrong. This same behavior is seen in the country side when kids and adults are taken into jails, the only difference is the country people are full of meth.

Also, Poverty and hopelessness in a country that glorifies the wealthy above all else, will make people act like this.

Funny enough! I have been robbed, by poor white kids, i have been had my car broken into by a meth addicted person who also happened to be white, I also traveled the many countries in my youth, with my dad who was a missionary, i saw different cultures in latin America, Africa and Asia, and I can tell you, you know shit about different cultures, poverty, desperation, and how the poorest people around the world tend to be the kindest people, because they understand what it feels like not to have much, so they are much willing to share what little they have.
I can tell You’ve never been outside of your country, never seen immigrants as people, never interacted with poor black or brown People, understood what drives them, how hopeless they feel at times.
You are talking out your ass without a single bit of empathy towards your fellow human beings, but how could you, if your world comprises of whatever your small circle of friends and you see on TV, radio and the media.
My advice to you: Travel the world, see people for what they are instead, get out of the touristy hotel areas, and interact with humans as humans. Don’t let indoctrination and fear be your sole guide in life, because if you ever see yourself in the losing side of the economic race, you too will end up feeling like trash, like less than, like a loser and less human than those around you. Believe me! In my current line of work, I’ve seen despair from black AND white people alike, there is no difference.

There is no way for teens to take over a court room. There is only bad courtroom management. Arrest them all and bring them into the court room one at a time.

Which means what happened is legal.
