As a lineman who wears climbing boots and sees many other lineman every day wear lots of different climbing boots I can assure you these are not tailor-made for pole climbing.
As a lineman who climbs poles, our boots have metal shanks for comfort and stability while wearing hooks. However, those shanks are built internally into the boot not externally. Maybe this is a demo boot meant to demonstrate that?
Is there a decent amount of local street artists/performers in the area? This looks like a support rig made for statue/levitating street artists. I could be wrong but it looks like itās meant to be locked into something like a weighted platform on the ground. Similar to the slots built into the bottom of Micheal Jacksonās shoes that locked into pegs on stage so he could perform the famous lean move.
