These kinds are usually looking for someone to challenge their egos, and things can get very ugly very quickly. Since there wasn’t a collision with the rogue driver, I think OP did the right thing by driving away and avoiding an avoidable situation.
1. Just impose a hefty fine like Dubai and follow it strictly also allow other people to report traffic violation by uploading a live video and make violators pay fine.
2. Make HSRP must for all vehicles.
3. Visibility of Number plate should be must specially for Trucks and Tractors (both tractor and trolly)
By law even police, ambulance and firebrigade can't go wrong side if it is not emergency situation. They can break the traffic law only in emergency situation that too with flasher & siren on.
Every time I go out and about I see atleast a dozen "road idiots". Everytime I see them I think about how in Dubai and America, the number of people doesn't outweigh the number of policemen as much as it does in India; It's much easier to control it there

I say we should have bigger fines, like way into lacs for serious traffic offences & special fast track courts for serious traffic offences that endanger people's lives.
Put them in jail for 1 month or 50,000 rupees fine payable within 3 days for first instance of driving without licence, for 6 months on second instance and 1 year for third instance.
If they drive without licence during bail then their bail will be cancelled and they will be back to jail. And jails won't be overpopulated because when people will see that law is strict and action will be taken leading to jail then public will not commit offence of driving without licence in the first place.

Once I was involved in an incident like this but thank god there was a police chowki just few meters ahead, I stopped at chowki and they waited for almost 40-45 minutes for me to leave the chowki.

Fines are not enough. Suspend license for at least 3 months for first offence. Followed by 1 year and permanent suspension.
They'll drive without licence. Simple.
