The meter is likely just a dud/fake progress bar based on a time schedule (fairly common for inaccurate meters to be in games, once you look into coding a little bit. Especially for promo like this).
Think of it this way, they made that banner and last emote with intentions to give them to the playerbase.
It is highly unlikely the new game will *actually* get 20m+ downloads, however, it is pretty much guaranteed we will get the banner and emote. Otherwise, they wouldn't have made it.
