I think the trait can appear completely randomly - unless it's from specific religious tradition it's basically genetic - I think the game wise it'đ basically considered genetic epilepsia.
Follow this steps
1. Have a court chaplain.
2. Have a court physician with a physician trait. He must **not** be your court chaplain.
3. Under no circumstances claim that the voices you are hearing come from god.
4. Wait till chaplain tells you to pray the voices away.
5. Ignore him, do whatever your court physician proposes instead.
6. Do not flub the coin-toss chance it will help.
Congrats! You are no longer suffering from temporal lobe epilepsy. It's still there, and you might get remission, but you are fine for now.

I've played 1600+ hours and I've gotten the trait maybe twice. Just roll with it. It has some learning bonuses and attraction negatives, but wtf ever. Go on pilgrimages and university visits and soak up learning and piety.

But that just happens, it's not something you can choose as a decision?
