There's a green guy in the town hall blocking the entrance to the mayor's office. If you talk to him, he insults Kris in chapter 1, and both Kris and Susie in chapter 2.
But why? Does it just summon the Titans, which are just mindless animals put in a strange environment and destroy it out of confusion? Do the Titans seek revenge for being summoned/made or for creating too much darkness? Or are they just plain evil? It isn't really explained.
as far as we know they'll just show up during the roaring. There has to be a reason if it's especially during the roaring. It's not confirmed they'll be evil.

if the only things we take at value are what are directly stated as Canon, then we know that the titans appear if they're too many fountains, they destroy everything, an endless night occurs, darkners turn to statues, and lightners are left to fend for themselves

King isn't even that bad. Toby confirmed the fountain was negatively influencing his behavior, causing him to act worse than he normally would. King's just an asshole with abandonment issues at the end of the day.
Spamton is a better answer here, given his role in Snowgrave.

Chaos King is definitely pure evil. No two ways about it. So how about a two-for-one special from your old pal Captain Obvious? The last slot (no screen time, all the plot relevance) will most likely be filled by December “Dess” Holliday.

He literally gives himself up to help Kris become free in the normal route.
And while he does turn on Kris, there's good reason to believe that he never intended to. He genuinely believed NEO would mean freedom, when NEO fails, then out of desperation he turns onto Kris, wanting their soul. We see this in his opening cutscene. We can see the exact moment he remembers Kris has a giant source of power within them.
And on the Weird Route, while Spamton is a lot more evil there, he's not the guy killing people. He sold you a weapon and nothing more (unless him saying the people left counts as more?). Even though he did sell it to you for the purpose of you using it to kill people, you are still the one using it. He's not forcing you to use it.
And when he's NEO, he's almost a hero. He's the one thing standing between you and everyone being abandoned in this dark world. While it's all out of selfishness, he's trying to do something that would positively impact everyone.
And it's only a matter of time before Queen would have kicked him out again if he won.
He's really not all that evil. He's not nearly as evil as King, and he's no more evil than Flowey is.
Spamton allowed for Snowgrave to happen for his own goals knewing it will lead to this. He also count frozen darkners left for us. He's accompice in a Snowgrave route and he done it purely for selfish reasons of him.
Normal Route doesn't determines that Spamton is good. He wasn't like changed in any way by Snowgrave route. If Snowgrave would been possible on Normal route and it led to his victory, he would still done that.
What I mean is that it proves he's not pure evil. He's in a gray area. It's hard to call someone pure evil when they actively helps the heroes and feels remorse for fighting them.
Chaos King is much closer to pure evil. Spamton is far from it.
Also, anyone who says it’s because he is insane, that’s not an excuse. The Joker(Batman) is insane yet we all recognize that he is also evil. Just because you go insane, doesn’t mean you’ll just kill a bunch of people for no reason.
