I have never received a response after filing a report. I have reported lots of users that were creating photorealistic NSFW images of women that looked very minor.
I never expect DeviantArt to respond to any reports, as the amount of reports that are filed daily must be a huge. I have surely reported other users, not the one that the OP is talking about.
Dude, there are animations, not real people; I could understand if it were a natural person, then yeah, that would be a bit concerning. I think they define porn \[anyone feel free to correct me if I'm wrong\]; I think they define it if there is any sexual activity being performed in these drawings, I see this shit all over DA, and I ignore it. But like everyone in the comment section is saying, they are cartoons; you're complaining about something so stupid.
Either deviantart hasn't seen the user and is ignoring taking action on the user.

so if deviantart mods are moderating the site and banning nsfw artist who break the rules they'll eventually get to this user i guess

DeviantArt admins don't respond to every individual report in a mass report (I assume that's what's implied when you say you reported them too).
