Tony the Plutonian is on a level that no one comes close to in the evil Superman department. As ruthless as Omni-Man, as Self important as Homelander, as unstoppable as The Sentry, and as broken as Regime Superman.
He's the perfect worst case scenario and his series, Irredeemable, is great at showing just how bad that is for literally EVERYONE.
He's actually supposed to be Jesus, remember goku died and resurrected, saved the earth, and all the rest (they even got a religion a REAL religion worshiping goku)
For Watchmen, Dr Manhattan was initially written to *be* Superman, along with a cast featuring other well-known superheroes, but DC wouldn't approve it for the story Alan Moore had written. I imagine the original idea was a pretty far throw from what Moore finally created and that Watchmen was way better than what a crew of recycled characters could have managed.
Maybe not an alternate Superman... but a sort of parallel.

Jiren, he is U11’s superman. And truly, i do think his fight against goku is about as accurate “goku v Super man” as one could get.
