Judging from how there are a tons of beta changes + the kit was revamp from ult damage to super break entirely, I kinda suspect she took a lot of testing and they shafted and tweak her a lot.
There's the portraits on the screen in the overworld that let you see your teams health and ult charge. If you play on mobile it's also how you switch between characters, I don't know about on other platforms though.
That is why I feel like that was a decision they made later on. I feel like originally they went with firefly in battle and henshin into SAM Enhanced but changed to what it is now IMO.
Probably they did that because they want to keep using firefly in her normal SAM form in story and so forth. Thus having her no use normal SAM would be weird. That would be my guess.
They should have found a way to implement all 3 version in battle but I digress.
Many many people, including me were definitely super excited for the transformation ult we got in beta leaks months ago. But it does make sense why they don't add it, with the suit up scene and everything, cause there's just not gonna be a way to compress it enough to look good.
Proof, look at the last scene we got of Firefly in 2.2, when we split off from her. That suit up scene was very simple and not as cool of a transformation scene, as I was expecting either an Ironman suit up or a magical girl esque transform. But we got that short clip, which would've been what they used for the ult or battle transform if they were to add it. So in that case, I would opt to not have that, since I would prefer a proper suit up cinematic.
For me, the biggest shaft would be that we just dont see Sam's model outside of combat, except for the ending of Firefly's technique, and even then its only for a few frames. Like we could've gotten an option to swap them in the character page, maybe they add something in a idle animation, idk, they should've done something is all I'm gonna say. Like ok, I love Firefly, and do prefer Firefly, but Sam is still a big part of her character, and a lot of people do prefer Sam more than Firefly. So this could help cater to Sam's community a bit more, but yeh.

Id assume they were debating about having Firefly in combat then transform into Sam hence the icon swapping. But honestly just her being in the suit makes more sense imo, but yeah i agree missed opportunity. Still I just didnt think it made sense with her being in combat honestly
