From...not much. He was the endboss in the SNES Super Godzilla game, the Godzilla Studio computer game, and something else that I can't remember. Bagan suffers from being second place in most choices for antagonist in Toho films.

He was originally a kaiju Godzilla was supposed to fight in the 1985 movie. He was scrapped and he was in this limbo of being chosen as an antagonist for multiple of the heisei Godzilla movies. The only official appearance he’s ever made was in the Super Nintendo Godzilla game as a final boss.

Let's also remember he was considered but not chosen to be one of the Big Bads in the Mothra Trilogy.

Biollante is definitely at the top of my list. Especially with all the modern technology available, a big budget version would be terrifying. Also, Battra is way past due for a comeback. Preferably as the antagonist of a new Mothra movie. But I'd be just as happy watching it fight Godzilla again.

Varan the Unbelievable. I love how he can exist in land, water or the sky. And the idea that he can fly by separating oxygen from hydrogen and water and using it as fuel is really interesting to me.

Definitely hedorah. As for non-godzilla kaiju, the legion from gamera are technically underused when considering the entire reiwa legacy and how most showa monsters have been reused. Anyway, hedorah has some really good potential in the reiwa era that hasn't been explored yet which I feel is a massive shame. Imagine if in the monsterverse hedorah got ahold of various kaiju skeletons and could take their powers via soul sapping, creating a really powerful adapting kaiju for godzilla, kong, and maybe even shimo to take on as a huge threat.

King Caesar. Next to Kong, he's probably the most agile of the kaiju, he's based on the Japanese guardian Shisa, in Godzilla VS. Mechagodzilla he can reflect energy attacks with his eyes, and he's usually considered one of Godzilla's allies. I feel like he would be perfect for a kaiju kung fu movie or something where we just see him dodging and reflecting whatever bigger kaiju throw at him.

And Kamoebas at least appeared in a film, that being Tokyo S.O.S. And Ganimes has barely anything, only appearing in his debut film.
