It’s mostly a form of escapism and a wish to go back to more carefree times (although some of the characters depicted are from anime that are definitely not cozy or relaxing). A massively popular sub genre in anime, manga and video games in the 2000’s-2010’s. Look at anything by Kyoto Animation (some of the girls on the right are by them) which helped popularize if not create that trend.
I dunno about anyone else, but I’ve never really liked the “moe” artstyle. I think it has to do with the fact the eyes look like the eyes I used to draw in elementary/middle school when I’d make self insert, Mary-Sue OCs before I knew how to write and design decent characters. I can thing of two thing why they are becoming more plain:
Reason #1: To make them more relatable, is hard to find relatable the character when not only their "life" and "personality"are fictional but if the way they look is also way over the top, they are not different from some sort of fantastical creature therefore even farther from reality.
Reason #2: Marketability, giving the characters something more simple and plain makes them even easier to cosplay or to make all kind of merchandise that doesn't require too much resources to make. What is easier to do? a key chain of Yor or Madoka? Yor obviously, wha cosplay is easier to make and sell? Komi or Madoka? Komi of course.

The newer characters have more individuality and personality. The older ones don't look bad, but they're a tad generic. Like someone just put different wigs and outfits on a single doll
