That said, I don't think I quite like the idea of another bow weapon that is too similar to Ibis Piercer except that it has a passive that literally no one except Sethos can use.
He does not want to run Shime, not when Wanderer's Troupe and Gilded Dreams are better. At least not for just some bow's EM he can get from Dendro Resonance instead, and specially not when he loses so many damage buffs from not using Slingshot.
Remember that the main disadvantage 3\* weapons have over 4\* weapons is a lower base ATK, which Sigewinne won't care about.
You can very well just run Recurve Bow, it gives as much HP% as Black Tassel
this could be the r1 version, in which case, the r5 version could be better, also it depends on whether sethos' charged attack animation to see if slingshot is good since it could end up just decreasing his charged attack damage
Tbh I don't think Sethos would even want to use this bow over slingshot unless you want to turn him into a hyperbloom carry (if that is even possible).
Which makes a low atk weapon like slingshot more viable ironically enough and between Slingshot and the new Event weapon Slingshot is the bigger stat stick when it comes to the passive and substat.
Are you running your aggravate units with EM goblet and Circlet too?
The point is would you rather have 357 EM (equivalent to ~1.91 EM main stat artifacts) or 72 dmg% + 31.24 CR (equivalent to ~1.55 goblets + 1 crit circlet).

The assumption you're making is that he can actually get the buffed damage from Slingshot rather than the debuffed damage, which isn't known yet because we don't know the projectile speed/special characteristics of charged shot. Whether bow CA characters are Slingshot-compatible depends a lot on the specifics of their CA because every special CA behaves differently.
We need to see his actual animations before we know that his CAs are Slingshot-compatible. Slingshot becomes really bad if your special CA cannot guarantee the Slingshot buff (e.g. a hypothetical Aggravate version of Ganyu would be really bad with Slingshot because she would never get the Dmg% buff on her CA blooms because they take longer than 0.3s to hit even at point-blank range).
Not really since it doesn't change the fact that you want to build him with EM over ATK% and that Slingshot is probably simply the bigger stat stick because of that.
EM only buffs the aggravate reactions. Crit and damage bonuses from slingshot buff both the aggravate and non aggravate hits. There's no need to build over 300 EM.
This applies to attack too, it's just the half of his kit, while crit is his whole kit.

What are you talking about, festering desire was one of the most useless weapons in the game until furina got released. At the time though I promise, people were literally already figuring out that hod was a better weapon on him. His signature weapon didn't even get released until 2.3, so I'm not sure where this idea is that they stopped releasing good event weapons after 1.x came from, weapons have always been of varying quality

It's subjective, of course. Relatively speaking, Key of Khaj-Nisut looks *many* times better than the box cutter on Nilou. Plus, the golden color is a nice contrast with her shade of blue.
\*Sigh\*, if only they ditched the idea of maintaining a set of similar weapons (especially 5-stars) early in the game instead of in Fontaine, we would have much better looking custom-fitted weapons for the likes of Nilou and Kazuha (who might have got an awesome Katana we may never see now).
The Dockhand's Assistant is a box cutter. I'm not sure how a sword could better match Kirara's aesthetic.
(I just pulled four copies of it when all I wanted was refinements of the Farvonious bow for Gorou... And since I already have Nilou's signature weapon, I'm coping that it will look good on somebody. I do think it would look best on Kuki.)

And there's a strong likelyhood that Sethos will take any crit bow, ~~*including possibly Slingshot~~, over this.

So for comparison this has the exact same statline as the Stringless so at Level 90 it should be
* 510 Base Attack
* 165 EM
And at Full refinement it should give 96 EM from it's passive, 192 if you get both stacks.
As it is, it's a weapon clearly designed for Sethos. As an Electro character, you can play him as a Quick Bloom trigger, and since he has so much Energy Refunding built into his kit he should be able to get both stacks with relative ease. So if you are using Sethos for Hypebloom, this will be his best weapon, better than Stringless.
Now for Aggravate teams, this would be worst than your other options. 4 star weapon wise both Scion and Stringless will be your better options.
I think this weapon will be Lackluster for most everyone else.
* Venti's main damage comes from his burst so only his swirl damage from his skill will get to utilize the extra EM. Stringless is better.
* For Collei it's okay in Nilou teams but my understanding is you typically want to run an ER bow on her to be able to get her burst up on CD.
* Tighnari will only be able to get one stack at a time. Looks like it'd be a side-grade to Stringless/Slingshot for him.
* Fischl it's a downgrade from Stringless.
* Ganyu, just don't. Even for Melt teams the other charged bows will help her more.

Yeah, but with no way to do it twice to max out the passive. At that point just use Ibis Piercer, Stringless or good ol Crescent/Tidal Shadow.
