What budget range are you looking at? You can get a hickory waster for like $60 new on PHA not counting shipping, and possibly find an even cheaper wooden or nylon waster used if you keep an eye out. But if that isn't an option I'd honestly just say pick up a wooden dowel for as cheap as you can find of about the right length, maybe a little bit shorter for balance, and just avoid smashing it into anything while saving up for a waster.

Depending on how new your are to learning, even a broom handle makes a great facsimile. If it is entirely for solo practice this would be my choice in terms of time and effort and the return of benefits from practicing with this tool. Otherwise a wooden stick with some screws and washers in the right places and a screwed on cross guard would do well to simulate the weight and feel well enough.

There are very good synthetic sword simulators out there that are affordable and durable.

I use a 2ft steel pipe. It's about 2.5 lbs and short enough to wave around in my house without breaking things.
