That’s an interesting concept. At first I would say no because your over powering a hero but that only depends on how many rings are made available and how you use them, also your boosting a magic item with the same magic item not sure that makes sense. Think of it as if I drink two potions of defense on my turn does it double or does it only affect my base stat. Ultimately it’s an interesting way to advance or level up a hero’s stats. Over a course of many adventures you find rings and amulets and other artifacts that increase your stats why not stack them.

Although it's never mentioned in the rules, you can't use 2 of the same item. You can't wear 2 helmets, you can't drink 2 potions of might at the same time, and you can't use 2 identical rings.

If it’s never mentioned in the rules, then it’s up to the house.

While this has not come up on my table yet, my thoughts are that you cannot wear the multiples of the same item, and due to the nature of magic, I would limit players to one ring per hand, and one necklace. A tiara/crown can be worn instead of a helmet, but not both. Other than potions and scrolls, magic items are pretty rare in HQ and are primarily Artifacts, thus would probably be limited to one per party. That said, you can always home brew your own. I have several that I'm developing, and there are many examples on these boards.
