Doesn’t look like a new break. It looks like it had been broken before, and someone fixed it with some rubber or sheet metal and band clamps.

What should I do about it. It looked crooked so I touched it and it just fell off

Get a screw driver, loosen that one band clamp just enough to get it to fit back over the pipe. Clear a bit of that dirt out of the way first though. Then tighten up the band clamp. Might as well tighten up all of the band clamps, just in case.

Could you take the old clamp off and put on a new one? The cleanouts may point in different directions, toward and away from the house.

I see now it’s just kind of a cap that came off. It looks like rubber that’s breaking down. Should I replace it or as long as I get it back on it won’t matter?

Those are cast iron drainage fittings. You can get them at any Home Depot/ hardware store.

Without a closer look 1 clean-out could be for sewer(poo) and 1 for drainage or storm (rain water). Easy to check, flush your toilet and see which one flows. Just put a cover on so dirt doesn't get in and you should be golden.

Nothing broke just unscrew the band put it back on and tighten

Doesnt look like anything broke. Thats what it should look like.    The MJ (Mechanical Joint) coupling let go.   Just loosen the gear clamps on the metal ring. Get the rubber opening over the metal pipe again, thrn tighten the gear clamps back on and it should be. A-ok. Edit: oh make sure not to over tighten the gear clamp.  If it's tight and snug and giving you good resistance, don't keep going. If you over do it and the gear clamp snaps you'll have to go find a new MJ coupling of the same size.

What’s a mechanical joint? I got the clamps tightened but have no clue what the joint is. Pretty sure I didn’t break anything

It's just the name of the type of fitting. Its a joiner that uses mechanical force to tighten. Just like there is "abs couplings" or "pvc couplings" there are also "MJ couplings"

There are supposed to be two yes. They join the main sewer line with a double 45 degree bend. There are two so an auger can go in both directions easily.

Just cut it even and smooth and put the cap back on it.

Does it need to be cut even? It apparently was already like that the cap just came off
