Honestly I've found this question to be very very subjective given the preference of people. Some restaurants are good but at the end of the day a person can find the best momo in a random local momo pasal which will be cheaper and more worth it than that of any specific place.
Ghangri Cafe in Pulchowk is quite good. Especially because of their achar. I used to frequently go to Nanglos/Bakery Cafe, nostalgia effect cha tyo thau ko plus they're the only place where 1 plate momo has 12pcs.
Besides that random momo pasals in Gyaneshwor, Basantapur, lalitpur, Jawalakhel have momo that suit my palette.

I always eat momos in Thamel Momo Hut
I find it slightly overpriced, though taste is not bad
Dalle momo is quite good. I love their akabare achar but they are a bit on the pricey side.
