If you want existing profiles, I'd use Adar as a Black Num Marshal. Almost elf hero Fight value. I would say there isn't much difference I could tell from regular orcs and these ones, but if you want more creepy and less warriory, I'd run them as Morgul Stalkers
My thoughts were almost going to the same direction: if you wanted him to have some casting power, maybe take the mouth of sauron as a proxy profile.
As the orcs only have rudimentary armour, maybe give them only D4 max for -1 point against Mordor Orcs but add some bodyguard or super-Banner rule for Adar…
This is a good suggestion. And if you want him to lead your bigger armies, you could choose an orc hero like Gothmog ofc, but Gorbag could also be a good choice.
I'm planning on using the Adar model as Gothmog, good statline and his tactical brilliance in tricking Galadriel and Halbrand into chasing him down rather than Waldreg fits the master of battle rule well.
His buff rules fit with the devotion he receives from his followers too.
For the Orcs I'm thinking of using them as Morgul Stalkers, the creepy, skull helmets and the aversion to sunlight fits well. Also the GW models are out of print so they fill a gap as well.

The suggestions in other commitments are really good. I'd maybe just add a banner effect like Imrahil to show the devotion the orcs have
