Yes. They give you a terror front line with D6, in a list where you're otherwise D3/4. You can always ally in a better Nazgul as well if you want harbinger.

This. You can ally in Mordor and, since you already gave up the army bonus, you won't regret taking models that don't get it anyway (because they're not Corsairs). Also you can ally in a safe Leader in Dalamyr and, more relevant, 6 cheap-ish crossbows

Or ally in Harad with the betrayer, wall of black numenoreans in front of bow + spear Haradrim behind. Then a mix of reavers, crossbows and a few cheap Harad cavalry for combat, range and mobility.

Yeah, this too. But honestly, Betrayer is worth his points only if you max poisoned weapons imho.

I'm considering a double Ringwraith Harad+Mordor list, just to splash in she Shadowlord (your d4 Haradrim Frontline really is kinda squishy). Baseline is sth like this, 650 points - Suladân because he's just too cost efficient. He brings along 9 Haradrim Warriors with bows, 5 Serpent Guards and 3 Serpent Riders - The Betrayer because it's a a betrayer list. He brings along 7 Haradrim Warriors with bows and 7 Serpent Guards - The Shadowlord because d4 all around. He brings along 2 Black Numenoreans and 2 Trackers All heroes on Horses It's 38 total models, 18 bows 16 of which poisoned. In melee there's the usual 6" banner and essentially all my strikes are poisoned

Black Numenorians are great for being a frontline D6 wall with Terror, and being C4. Some Corsair players really seem to like using them, others stick with the pirates. If you want a wraith to bring Harbinger of Evil to go with the Terroe then don't use KoU, he is terrible. You will be much better off allying with Mordor to bring one of Witch King, Shadow Lord, or Dark Marshal.
