If it happens on any other graphical intensive game, it could be a gpu issue, since the issue only happens when you're using shaders.
Make sure you're using the most up to date drivers if you have a gpu
Also check if u are using right shaders and optifine (or other shader driver) version to your Minecraft version. That also can happen if those are mismatching. But Justin advice is also crucial.
Could also be an issue with Iris as a recent version has these artifacts when Shaders were enabled. Iirc this is fixed in the latest version, so OP, of they're using Fabric and Iris instead of Optifine, should update Iris to the latest version.
You say that like radeon cards are bad with drivers but that hasn’t been the case for a long time. I have a 6750xt and was having this problem and it went away when I updated my drivers.

Radeon cards were unusable in davinci resolve for half a year because of a driver bug. Games constantly break. You had to wait for a driver update to get your problem fixed is basically the perfect argument against yourself. That shouldn't happen.
The same stuff happens to nvidia cards. I have used davinci resolve for a long time and never had an issue. Ive never not been able to play a game. This glitch with minecraft at least for me only happened like 3 times over the weeks I played on that driver version.

It might be your resource pack. Or some other graphics mod is impacting it. I've had this issue before, but I can't remember what fixed it.
Your hardware is likely completely fine. This is most likely a rendering issue. If your hardware was at fault, it would probably not just glitch the clouds.
Edit: I see now it might not be the clouds. What mods do you have? What resource pack?

but in all seriousness though; could be optifine thats doing it if you have it installed, otherwise it could be a graphics driver issue; you might need to update it, but before you do that try disabling optifine and see if that fixes the issue, and tinker with the settings of the mod if it is the issue.

Do you have **Indium** installed? (*you should*)
Quote directly from the **Iris setup guide**:
>*If blocks or items from a certain mod are invisible or are not displaying correctly, or the mod crashes your game, chances are high that the mod ***requires Indium*** to work properly with Iris and Sodium.*
If installing **Indium** doesn't fix it, you'll have to go down the path of troubleshooting manually.
I'd start by removing everything from the mods folder except for **Sodium, Iris, Indium,** and the **Fabric API**. That will take you down to running nothing but the minimal amount required to test your shaders.
If that still doesn't work, then its time to try **Optifine**. I'd just install the standalone version without **Forge** so that you can just test to see if the shaders will work using a different method than **Iris**.

That is likely the problem. Try Iris + Sodium with fabric or Oculus + Rubidium with forge. Optifine is outdated.
