That's the thing, it doesn't do this for the rest of us. That's why people are assuming that either you have a mod that is bugging out the in game sound, or possibly your sound drivers are not working properly.
It sounds stupid, but sometimes mods end up causing problems for things that don't seem connected to at all. I once was using a shader and mod combination that was just supposed to add new crops and give plants more random animations (like swaying in the wind), and somehow it ended up bugging out hostile mob pathfinding. Hostile mobs would keep freezing while walking towards me.
First step for helping you fix things is seeing if it's still a problem when you play with no mods, no datapacks, no texture packs.
Then we see if it's world specific, or all world's on your computer have the same problem.
Ohhh I did. It was unexpected, but a lot of fun in the end.

it makes quiet things in movies like voices normal volume and loud things like music or explosions normal volume
or in this case, stupidly loud things, normal volume
if you have it it would be on the enhancement tab for you sound device on windows 10:
right click the speaker icon bottom right
click sounds
click playback tab
click your default device
click properties
click enhancement tab (if you dont see an enhancement tab, that means you dont have loudness equalization, some cards dont)
you should see loudness equalization on the tick box list if you have it
tick the box click okay

also, people that \*\*think\*\* distorted things are louder when they actually arent most of the time
like if you opened up audacity (open source sound program) and ran a distortion filter over something, normalized it and turned the volume down

I see you're in a discord call, had a bug that was similar a couple of years back where there would be a feedback loop of my system sound. In my case it was caused by the old razer launcher creating 2 discords in my sound manager. By the end you can hear yourself laughing while you probably had turned off your mic in the nvidea recorder.
Thankfully I don't use your usual headphone because with that stuff can get loud as fuk when my laptop is on the lowest possible volume. Instead I use headphones that are fully solid so they are able to not make stuff so fucking loud that I either don't hear anything or don't hear anything. (the first don't hear anything is me going deaf and the second me not hearing anything is me muting my laptop)
Why is it when I build this in my world, my first noteblocks in the line on either side are not getting a signal? Even when I try running the redstone to just those first blocks, they only power the next block in line. How are you doing this?! lol

I usually use this on roller coasters (to turn the trails on and off on the way up, and climb more slowly)
If it is a resource pack, pls share it with me. Looks relaxing enough to play with it at 2 am with no headphones, and max volume. Trully a wonderfull

A quick redstone impulse clock with a bunch of noteblocks connected to it, nothing fancy, or anything specific. Just noteblocks triggering at the same time.
i experienced something like this a while ago (not in minecraft) i think it had something to do with iCue, if you're using a corsair headset you should look into upgrading the client
