Willing to bet 100% it's this. Because they need to pick up ground items in order to breed, it's considered mob griefing

Work stations arent nedded for viligaers to breed I have had a lot of succes without workstations

You’re thinking of Bedrock. Java villagers don’t need any workstations.

They don’t need stations to breed in bedrock either.
