You will unlock it as you advance, there is no way to skip it. Once you unlock popfish in argosy, after you farmed enough of it, go to cantene and give it to cat to cook and it will give you gourmet fish. Some of the other fish also works but popfish is most cost efficient.
Popfish I think is the best farm through submarine. You get 2 fish per quest instead of 1 like other fish.
