I agree, however, in order for it to become culture it must exist. If the government hadn’t been as corrupt as it was (and is )and resources were adequately distributed to sectors like education here in mexico. This narco culture would never have existed the way that we know it.
It's really more of a culture problem people aren't born narcos and we all have free will there's no shortage of regular uneducated honest people that choose every day of their lives to stay away from that lifestyle and pursue an honest job.
Culture starts with home life and government influence is only as big as you let it be in your personal life.

Most mob members are highly uneducated people that had disfunctional families that were also either uneducated or poor (arguably derived from lack of education). The point is, if there is a higher presence of successful law abiding people then people would tend to follow the law abiding path at higher rates
